'I am not a liar': Pacific mayor defends, proves service record

Cy Sun came not as Pacific's recently-elected mayor but as a citizen determined to defend his military record.

Standing beside a display of medals he had earned in battle, the 81-year-old Korean War veteran sent a clear, emotionally charged message to those who had questioned his decorated duty to country.

"I am not a liar," Sun assured some 75 residents in the course of a prepared, passionate 54-minute speech at the Pacific Community Center Gym last Friday night. "I've been to hell and back."

The former U.S. Army master sergeant then went on to unpack for his audience the horrors of three years of fierce combat with the 23rd Infantry Regiment, reliving narrow escapes from near-death experiences suffered under the most brutal conditions imaginable.

Such was Sun's response to several citizens, including City Councilman Gary Hulsey, who'd questioned the validity of the military background he'd claimed. Sun, a write-in candidate who upset two-term incumbent Richard Hildreth in the November general election, had circulated a memo during the campaign referring to some of the wartime medals he'd received for gallantry in action, including the rare Croix de Guerre.

Military records and documents obtained by the Auburn Reporter confirmed that Sun had indeed earned the Croix de Guerre, the Silver Star, the Purple Heart with one oak leaf cluster, the Korean Service Medal with three Bronze Service Stars, the Combat Infantry Badge (CIB), two Distinguished United Citations and one Overseas Bar, among other citations.

Sun said he had never intended for this controversy to spill out into the open and become a public spectacle. But as a former soldier, Sun said, he felt compelled to fight for his honor and for those who died alongside him in battle.

"The medals and citations were in a cardboard box, until only now," Sun said. "I have never laid my laurels on being a hero. I am not a hero. Those guys who gave their lives are the real heroes.

"After (proving) I am not a liar, the medals and citations will go straight back in cardboard boxes," he said. "But now, there's an ugly stain on them, the stain ... that I had to bring them out to prove that we, my blood brothers and I, are not liars."

Sun never intended to use them to prove he was telling the truth.

Sun's wife, Barbara, says the ordeal has reopened painful wounds. Severely wounded on three occasions, Sun still refused to come home. He was determined to stay with his fighting unit.

"For the years we have been married, he never talked about the depth of his military history in Korea. What has surfaced not only surprised but also shocked me," she told the audience after her husband's speech. "Now I know his true feelings of why he kept the depth of his career in combat behind a closed door in his heart. The trauma is too great to even understand why. For these past several weeks, the pain for him has been intense.

"Now his military service is an open page, a page that was his, and only his, to keep ... that has been forced open to the public," she?added. "How mean and inconsiderate can people be?"

Sun left the podium and gymnasium to a standing ovation, fighting back tears. Vietnam War veteran Frank Hatten was among those moved by Sun's detailed story.

"He took it personally. You could see that, and that hurts me as a veteran," Hatten said. "It's shameful that somebody could question it and continue to question it."

Apologies given

Hulsey, who was in attendance, later met privately with Sun to acknowledge the man's "exemplary military service record" and "resolve" any matters.

"We are moving on," Hulsey said.

Corky Berthiaume, Veterans of Foreign Wars state adjutant, has apologized to Sun on behalf of those who doubted his service.

Hildreth, who refused to challenge Sun's record during the mayoral campaign, said Sun effectively has defended his honor as a decorated war veteran. "I think the City can move ahead now," he said.

According to documents, Sun, then 21, received the Croix de Guerre for his actions in a launched attack on Hill 851 of Heartbreak Ridge on Sept. 19, 1951. Historians and analysts consider it the war's bloodiest battle.

Gen. Ralph Monclar, who commanded the French Battalion as part of the UN fighting force in the Korean War, awarded the Croix de Guerre to Sun, describing him "as an excellent non-commissioned officer ... who distinguished himself" in a counterattack.

"Sgt. Sun constantly appeared at the most exposed positions, encouraged the survivors, directed their fire, and showed them a good

example," Gen. Monclar wrote. "The personal actions ... and his braveness demonstrated under these critical conditions under mortar enemy fire, greatly contributed to the success of this action and deserve to be cited as an example for all."

Sun says he has never worn his medals or ribbons in public, only his CIB.

"The medals don't belong to me," Sun insisted. "They belong to those guys who fought in combat beside me. Those guys who took the bullets and made the supreme sacrifice. Without them, the medals would not have gotten in my hands. The medals are the symbols of our comradeship in battle. The medals belong to all of us."

Lord Lucan 'may be alive after fleeing to Africa', says brother after 38 years of silence

"The last time I had contact with my brother was a long, long time ago before the incident, lost in the mists of time.?

Speculation that Lucan may have been in Africa has mounted after a watch owned by the missing earl surfaced after reportedly being bought in South Africa.

The silver watch has a broad leather strap and is engraved with the message: 'Presented to Lord 'Lucky' Lucan ? the Old Fossil ? by his friends at the Clermont Club, Mayfair, 18 December 1967'.

Fresh claims also emerged that John Aspinall, the owner of the Clermont, helped spirit Lucan out the country

A former secretary to Aspinall told the BBC she had arranged for Lucan's two sons to holiday in Africa so Lucan could observe them from afar.

Mr Bingham told newspaper he knew little about the case against his brother but said police had never travelled to South Africa to interview him.

He said he had kept his silence except to talk to a couple of retired detectives who had taken an interest in the case.

Officers linked to the investigation also believe Lucan may have lived in Africa.

Detective Chief Supt Drummond Marvin, who later took over the case, told the Mirror: ?I have no doubt that he got clean away with the help of his upper crust friends ? the Sloane Square Mafia, who I believe still help him to this day."

The detective rejected claims Lucan committed suicide, saying he was neither mad enough nor brave enough.

Lady Lucan, 72, who still lives near to the murder scene, insisted her husband was dead.

She said: "He died soon after the murder. It's rubbish, I can guarantee they didn't go to Africa. It's ridiculous, it's false."

Chelsea Jones: Hope for the Humanities?

Last Friday, I broke out my one decent business skirt, printed out 50 -- yes, 50 -- copies of my r?sum? and headed to Dillon Gymnasium for the Career Services Internship Fair, confident that my depressing losing streak of applying to internships was about to reach its end. My two friends, both prospective computer science majors, hoped that Mark Zuckerburg would be manning the Facebook table. Turns out he wasn't. I, a prospective English major, hoped that someone would be looking for an intern with a passion for writing and reading. Turns out they weren't.

In fact, I left the fair feeling even more discouraged than I had before. I wasn't ignorant of the fact that today's job market is catered toward young technological minds. Nor was I unaware that financial companies clamor for brilliant economics majors. But when the most extensive writing opportunity I could find was taking notes at a corporate board meeting, all of a sudden the prospects of becoming an English major were not so enticing.

And I'm not alone. Even in fields that would seem much more concentrated in the humanities, there seems to be a push for technologically minded applicants. Faridah Folawiyo (Princeton '15), who has been applying to magazine internships, agreed. "When I was trying to apply for internships in the fashion world, there were some that I had to discard immediately because they required advanced technological skills, which is something I never expected in the fashion industry," she said. Humanities majors are slowly falling by the wayside in fields that were once catered to well-versed writers and literary scholars.

So where does that leave us poor humanities majors? After the internship fair, I was confident that the answer was a single-room shack with a dozen cats, using my unpublished manuscripts to light fires for warmth. Granted, freshmen are not exactly in high demand as interns, but my concern is that even three years down the line, when I need a full-time job, I will still be struggling to find one suited for my talents.

But after speaking with other humanities majors and thinking honestly about my situation, I believe there is hope. It is not that humanities majors are unwanted these days, just that we have to redefine how we market the skills we've acquired in immersing ourselves in critical thinking and analytical writing rather than numbers and figures. Instead of priding myself on an in-depth reading of Sir Francis Bacon, it's more applicable that I recognize my resulting ability to understand the complexities of language and my ability to articulate my impressions of a work. Businesses need these skills just as they need quantitative minds. Maria Devonshire (Princeton '12), a comparative literature major, said, "Attention to detail and analytical thought are essential tools for a degree in the humanities. If businesses limit their hiring pool to candidates with quantitative skills, they ignore the potential of creative and personable candidates." We humanities majors are learned in the art of thinking, and no well-dressed, intimidating internship coordinator can tell me that is not a desirable and worthwhile skill.

So call it clich?, but I'm following my passion. I've been told if you love something, you'll make it work. If I'm passionate to the point that I can't be discouraged, then I will find an internship or job that's meant for my talents, and in that environment I will thrive. This isn't to say that I'll step off Princeton's campus and into a job at The New Yorker. I just know that I don't have to head in the direction of Wall Street to feel that my education was worthwhile. I may not make as much money as a computer programmer or financial consultant, but I will work hard wherever I end up, applying what I love to what I do, and perhaps afterward The New Yorker won't seem so unattainable.

It sounds idealistic, I suppose, but we humanities majors know we've found something substantial to hold on to, even if the internship fair did shake my resolve for a moment. We're not ignorant of the job market. We just know what we love. As my friend and fellow columnist Susannah Sharpless (Princeton '15), a prospective humanities major, said, "Language is absolutely the most important thing in the world, and I feel completely justified in my decision to spend my life immersing myself in it and trying to understand how it affects me and those around me." When I tell people that I'm an English major and the response is often a subtly condescending, "Oh, that's great. But what will you do with that?" it is undoubtedly disheartening. But, in the end, I'll do exactly what everyone in every other department does. I will keep applying until I find a job. It may not be with the same assuredness of a computer science major, but it will be with the confidence that the skills of communication and creative thinking that I have acquired through the humanities will never be out of demand.

SPECIAL NEEDS VOUCHERS BILLS ARE BEING FAST-TRACKED NOW IN MADISON. DISABILITY GROUPS CONTINUE TO OPPOSE MODIFIED BILLS ?? CONTACT YOUR LEGISLATORS NOW!

New education bill AB110?takes?funding for special-education services and educators from public schools, allows voucher schools to hire non-certified special-education teachers and services, and does not provide suitable?funding to address the needs of moderately to severely disabled students.?Skip to the bottom of this message for a call to action, or keep reading for more details on this fast-tracked legislation. AB 110?degrades?the quality of special education for students in public and voucher schools.

Background: This past fall, AB110 was introduced in the Wisconsin Assembly. During the public hearing, all disability groups in Wisconsin opposed the bill. Legislators from both sides of the aisle recognized that this bill would not pass.?Rep. Litjens, the sponsor of AB 110, has submitted a rewritten version.?Disability groups in Wisconsin continue to oppose it for?many reasons ??described below. The biggest problem: the bill does not require private schools to have any special educators or related services expertise (e.g.,therapists) on staff. Sen. Vukmir has introduced the same bill in the Senate as SB 486.?AB 110 will be voted on by the Assembly Education committee?TOMORROW @ 10 AM. No testimony is taken during this hearing. Although no official announcement has been made, it looks like SB 486 will have a hearing during the afternoon of Feb. 28th.
The funding mechanism in AB110/SB486?is highly problematic:

  • Wisconsin does not fund special education students on a per pupil basis. AB110 does does, withdrawing per-pupil funding for collectively used services such as teachers, aides and therapists, from public schools, making it more likely that special-education students in public schools will no longer receive the services they need.
  • The bill does not provide a tuition cap: students with moderate to severe needs will not receive a voucher?that?covers?the full cost of their education.

This will have three negative effects:

??????????These students will be unlikely to find voucher schools that will serve them for the amount of their voucher.

??????????The voucher program will likely appeal to families whose children have less complex disabilities, leaving?increasingly underfunded?public schools?with a higher proportion of students?with the most complex needs.

??????????Low- and possibly moderate- income families who seek to attend a private school which has a tuition higher than the voucher amount will be unable to use the voucher, resulting in vouchers simply serving to subsidize families who can already afford to send their children to private school, rather than giving the monetary choice to families who cannot afford to do so.

While disability groups appreciate the reference to implementing the child?s most recent IEP, that reference becomes less relevant the longer the child remains in the private school (which the bill gives them a right to do through graduation or age 21 whichever comes first). In addition, there are no legal rights that go with that obligation. In other words, what happens if the child?s IEP is not implemented? The bill provides no remedy for that. Finally, as pointed in in point 4, below, without special educators on staff, how can parents have any confidence that private schools can actually implement their children?s IEPs?
This new bill does not require private schools to use DPI certified special educators or service providers.

Va. lawmakers scale back controversial abortion bill

Updated at?6:35 p.m. ET: RICHMOND, Va. -- State Republican legislators have scrapped a bitterly contested proposal to require women seeking abortions to undergo invasive ultrasound imaging.

Shortly after Republican Gov. Bob McDonnell announced his opposition?to the?Republican bill, the state House on Wednesday approved a substitute version that still mandates an ultrasound but makes the transvaginal procedure optional.

The House of Delegates voted 65-32 for the watered-down version. Under the substitute, women would still be required to have an ultrasound before an abortion to determine the gestational age, but women subject to a transvaginal procedure would be able to decline, the Richmond Times-Dispatch reported.

That likely dooms the measure.


The amended bill now returns to the Senate where its sponsor, Sen. Jill Vogel, said she will strike the legislation.

"There are moments when you are a legislator when you have to stop and you have to have a moment of real conscience,? Vogel said, according to the Richmond Times-Dispatch. ?I sort of had that moment this morning considering the outcome and the fate of this bill.???

Vogel said after hearing from doctors and other constituents that she felt she could not did not ?carry the bill in its current form.?

The House action came moments after McDonnell -- facing outrage from women and appeals from GOP moderates -- announced he?was opposing the original bill requiring vaginal probes.

McDonnell, a social conservative who says he is "pro-life," appealed for amendments to the bitterly contested legislation. In a transvaginal ultrasound, a wand-like device is inserted and used to send out sound waves.

Until this week, McDonnell and his aides had said the governor would sign the measure if it made it to his desk.

"Over the past days I have discussed the specific language of the proposed legislation with other governors, physicians, attorneys, legislators, advocacy groups, and citizens. It is apparent that several amendments to the proposed legislation are needed to address various medical and legal issues which have arisen," the governor said in a written statement.

Among the amendments?McDonnell proposed: to explicitly state that no woman will have to undergo a transvaginal ultrasound involuntarily, and that only an external ultrasound will be required to satisfy the requirements to determine gestational age.

The bill had already won Senate passage. Opponents say it amounts to the state violating a woman's privacy. Supporters say it is medically prudent to determine fetal gestational age and, perhaps, discourage abortions.

While the original Virginia bill does require an ultrasound, it does not require the woman to view it, making it less strict than laws in Texas and Oklahoma, according to The New York Times.

More than 1,000 people, most of them women, on Monday locked arms and stood mute outside the Virginia State Capitol to protest the bill and other anti-abortion legislation under consideration by state lawmakers.

Comedian Jon Stewart poked fun at the measure Tuesday night on Comedy Central?s ?Daily Show.?

It?s noteworthy that the implicit inflation ?tax? was more than triple the explicit income tax that our investor probably thought of as his main burden. ?In God We Trust? may be imprinted on our currency, but the hand that activates our government?s printing press has been all too human.

High interest rates, of course, can compensate purchasers for the inflation risk they face with currency-based investments ? and indeed, rates in the early 1980s did that job nicely. Current rates, however, do not come close to offsetting the purchasing-power risk that investors assume. Right now bonds should come with a warning label.

Under today?s conditions, therefore, I do not like currency-based investments.

Buffet goes on to explain why he doesn?t like gold either. He points out that since 1965 the total return on gold (not adjusted for inflation) was 4,455%. But the total return on stocks was higher, at 6,072%.

The difference between the two is that gold is a ?sterile? investment, says Buffet. Stocks are not.

He?s right. Gold is only useful at protecting purchasing power when the monetary system is in danger. At almost all other times, you?re better off with stocks?businesses?farmland or another productive asset.

That?s why Buffet now prefers stocks. And it is why we now prefer gold.

Buffet willingly gives up the protection of gold in order to the get the upside from stocks. We willingly give up the upside from stocks in order to get the protection from gold.

Who?s right?

Only time will tell. Our guess is that time will tell us that Buffet is right?in the near term. But we?re still not going to switch to stocks. Because the risk is too high that time will be on our side.

Supreme Court stands by Quebec schools' religion course

Catholic parents in Quebec cannot keep their kids out of a school course that teaches them about other religions, the country's top court has ruled.

The Supreme Court of Canada on Friday rendered its decision in a controversial case that was cast by some observers as a matter of religious freedom versus a bid by the province to increase tolerance.

Allowing children to opt out of the course would be "a rejection of the multicultural reality of Canadian society and ignores the Quebec government's obligations with regard to public education," the court ruled.

The case pit a set of Catholic parents against the school board and the province of Quebec.

Quebec's Ethics and Religious Culture program became mandatory for schools in May 2008.

In the course, students learn about the Catholic and Protestant Christian traditions in Quebec culture. The program is meant to expose students? who are also taught about the contributions of Judaism, aboriginal spirituality and other religious traditions? to a variety of religions.

The couple from Drummondville, Que., at the centre of the case, who can't be identified, wrote to their children's schools asking that they be exempt from the course.

They said they didn't want their children taking the course because of "the disruption caused by forced, premature contact with a series of beliefs that were mostly incompatible with those of the family, as well as the adverse effect on the religious faith of the members of this family," court documents said.

The parents maintained that the program interfered with their ability to pass on the Catholic religion to their children, and that exposing their children to various religions was confusing for them.

The couple went to court after the Commission scolaire des Chenes refused to exempt their two children.

Quebec's Education Department had publicly announced there would no exemptions.

In 2009, a Quebec Superior Court judge rejected the parents' request for an exemption for their children, ruling their right to freedom of religion was not being violated.

Last year, the Quebec Court of Appeal rejected their bid to appeal the decision. There were eight interveners in the case, including the Canadian Civil Liberties Association.

On Friday, the Supreme Court dismissed the appeal.

The court's panel of judges was unanimous in its final decision, finding that the parents did not sufficiently prove that the program infringed on their right to freedom of religion.

"It is not enough for a person to say that his or her rights have been infringed," a summary of the judgment stated. "The person must prove the infringement on a balance of probabilities."

In an explanation of the ruling, Justice Marie Deschamps explained "the early exposure of children to realities that differ from those in their immediate family environment is a fact of life in society."

"Parents are free to pass their personal beliefs on to their children if they so wish," she wrote.

"The suggestion that exposing children to a variety of religious facts in itself infringes their religious freedom or that of their parents amounts to a rejection of the multicultural reality of Canadian society and ignores the Quebec government's obligations with regard to public education."

Due to the neutral nature of the program, Justice Louis LeBel wrote that simply exposing children to religions is not enough to be considered a violation of freedom of religion.

"The very nature of a public education system implies the creation of opportunities for students of different origins and religions to learn about the diversity of opinions and cultures existing in our society, even in religious matters," wrote LeBel. "Imparting information about different views of the world cannot be equated with a violation of freedom of religion."

Investing trick: Investment trusts beat funds hands down over the past decade

Investment trusts have overwhelmingly beaten their fund counterparts over the past decade, with lower fees and their nimble nature playing a big part, a new report says.

Although rarely tipped by financial advisers and investing platforms, investment trusts have out-performed both their benchmarks and rival open-ended funds ? the vehicles usually punted to investors ? according to a report by broker Collins Stewart.

It said: ?For those independent advisors who have ignored investment trusts and focussed blindly on commission-paying open-ended funds, this report should make uncomfortable reading.?

The study found that over the past ten
years, investment trusts beat funds by a healthy margin in eight out of
nine sectors, and benchmarks in seven.

The Collins Stewart report took a comprehensive look at directly comparable investment sectors, putting investment trusts up against OEICs (Open Ended Investment Companies) and unit trusts.

The latter are favoured by financial advisers and investment platforms due to their commission payments, derived from annual management charges paid by investors on their holdings and in some cases initial charges for putting money in.

Funds v investment trusts: what does it mean

OEICs and unit trusts, commonly
referred to as investment funds, pool investors resources together into
what is called open-ended investments ? funds that grow bigger or
smaller as more people buy in or sell out and value of assets purchased
rises or fall.

On the
other hand, investment trusts, known as close-ended, have a limited
number of shares and for every buyer there must be a seller. This means
that their share price can rise independently of what is known as their
net asset value, which measures what all the assets it holds are worth.

Investment
trusts can therefore trade at a premium or a discount to their net
asset value. A premium means it costs more to buy in that the share of
assets you are getting, while a discount enables a new investor to buy
in on the cheap but means existing investors would be short-changed if
they sold up.

It said that investment trusts out-performed over most timescales, but the most telling finding was in the performance over the past decade, a volatile period which has proved sorely testing for many investors.

Dividend-hunting investors would have fared much better with investment trusts over the decade, with the UK Growth and Income trust sector returning an average net asset value (NAV) increase of 77 per cent compared to a 51 per cent average rise for funds.

Those opting for Global Growth and Income trusts did even better by comparison, with a 98 per cent average NAV return versus a 36 per cent average for funds.

The biggest win though was for those investing in higher risk sectors. Global Emerging Markets investment trusts returned an average of 357 per cent over the decade, while funds returned 230 per cent, meanwhile Global Growth trusts returned 106 per cent against a 36 per cent return for funds.

The only sector where trusts lost out over ten years was the investing graveyard that is Japan. Here trust NAVs had a 12 per cent return, while funds delivered 16 per cent. Both lagged the Japanese Topix index's 31 per cent, showing that a simple passive index tracker would have been a better investment than a managed trust or fund.

Where investment trusts have the edge

Collins Stewart said that the major advantages of investment trusts lay in lower fees and aspects that gave them more flexibility.

A leading trio of these are the ability to borrow to boost returns, using gearing, the flexibility to use share buy backs and new share issues to control share price discounts when out of favour and raise their value when in demand, and the practice of being able to smooth dividend payouts by retaining some income in good years to cover the bad.

Another major factor is that their closed-end nature, with a limited number of shares, means that for every seller there must be a buyer and vice-versa.

That means they are not distracted by investors taking money in and out and the need to manage that in terms of either having enough cash to cover withdrawals or the need to deploy large amounts of incoming cash to buy assets at a time when their price may be too high. The report said: ?For the more illiquid asset classes, chasing rapidly rising prices or being a forced seller will be a drag on returns.?

But trusts do come with downsides too

With the benefits of investment trusts though also come risks: gearing can boost returns but also lead to bigger losses when the market falls, the difference between share price and net asset value can disadvantage existing or new investors, and dealing in investment trusts can be more expensive due to share-dealing charges rather than some platforms free fund dealing offer.
