Payroll in APAC: Singapore, Part III | CloudPay

Singapore presents a great opportunity for multi-national companies to expand their operations. In order to be successful, however, employers must comply with a range of comprehensive rules and regulations. While our first two posts on payroll in Singapore focused on key parts of the nation?s Employment Act and its leave policies, this post will provide an overview of another crucial factor of hiring employees in Singapore ? income tax. The following list highlights some of the most important areas to consider when expanding operations to Singapore.

Singapore?s Tax Principle
One of the major tenants of employee remuneration in Singapore is that all gains and profits an employee receives from their employer are taxable, unless they are specifically exempt from income tax or qualify for an existing administrative concession. Gains and profits also include all benefits, and any benefits extended to an employee?s family members, relatives or friends are considered taxable as well.

Responsibility of the Employer
An employer is required to prepare Form IR8A, Appendix 8B or Form IR8S for all employees in Singapore by March 1 of each year. The amount of payments to be withheld is based on a progressive tax system that ranges from $0 (for those who make $20,000 or less) to a maximum of 20 percent of an employee?s income (for individuals who receive more than $320,000 in chargeable income per year).

Auto-Inclusion Scheme for Employment Income
Organizations with 15 or more employees are required to submit their employees? income information electronically to the Inland Revenue Authority of Singapore (IRAS), and companies with less than 15 employees can enter this program voluntarily. Under the Auto-Inclusion Scheme, employers are not required to distribute hard copies of the tax form IR8A, as such information is included on pay slips or via their Income, Deductions and Reliefs Statement available from myTax Portal.

Proper Record Keeping
Under Singapore?s Income Tax Act and GST Act, employers are required to keep proper records of all employees? income and deductions that have been submitted to the IRAS. Companies that fail to do so may be subjected to penalties or their expenses claimed can be disallowed. To help employers ensure compliance with its record keeping policies, the IRAS offers a comprehensive record keeping guide.

Although Singapore is well known for its strict yet simple laws affecting many aspects of daily life, its payroll and taxation policies aren?t as clear. Just because Twitter is working to curtail non-canonical clients doesn't mean that developers have stopped trying to deliver its 140-character utterances in better and better ways. Plume for Twitter brings a highly customizable Twitter client to Android devices (free, $4.99 to remove ads) with a powerful muting feature to help you manage the chaos of Twitter.

Starting up Plume for the first time, users are greeted by a colorful screen and Plume's cute, friendly duck/penguin masot. Once inside the app, Tweets are displayed in a series of scrolling columns, showing @ replies, the latest updates, direct messages, and so on. Users can scroll up and down to move chronologically through the feeds, and left and right between feeds. The Sound of Silence

Report: Passenger plane crashes in Kazakhstan

ALMATY, Kazakhstan (AP) ? News agencies in Kazakhstan say a passenger plane carrying more than 20 people has crashed outside of Almaty, the country's principal city.

Interfax cites the deputy governor of Almaty province, Amandyk Batalov, as saying the aircraft was flying Tuesday from the northern town of Kokshetau.

There are no immediate indications of casualties. Interfax said there were 15 passengers and six crew members on the plane.

This is the second major aircraft accident in Kazakhstan in the past month. In December, 27 people killed were killed when an An-72 military plane crashed near the southern city of Shymkent.

Some health benefits of berries may not make it past your mouth

Research has suggested that compounds that give colorful fruits their rich hues, especially berries, promote health and might even prevent cancer. But for the first time, scientists have exposed extracts from numerous berries high in those pigments to human saliva to see just what kinds of health-promoting substances are likely to survive and be produced in the mouth.

It's too early to name the best berry for health promotion based on this initial work. But the researchers have discovered that two families of pigments that provide berries with their colors, called anthocyanins, are more susceptible to degradation in the mouth than are the other four classes of these pigments.

The Ohio State University study also showed that bacteria living in the mouth are responsible for most of the breakdown of these compounds that occurs in saliva. Researchers are investigating whether it's the berry pigments themselves, or instead the products of their degradation, that actually promote health.

Scientist say that these early findings will contribute to the further development of confectionaries, gums and other delivery devices for the prevention and possibly the treatment of conditions such as periodontal disease and oral cancers.

The researchers exposed extracts of anthocyanin pigments from blueberries, chokeberries, black raspberries, red grapes and strawberries to the saliva collected from 14 people. Black raspberries, in particular, have been shown in numerous previous studies to have chemopreventive effects on tumors in the mouth, esophagus and colon, mostly in animal studies. Their high anthocyanin content has been linked to those benefits.

"All fruits are unique because their chemical composition, or fingerprint, varies," said Mark Failla, professor of human nutrition at Ohio State and interim chair of the Department of Human Sciences. "There are many different edible berries. Some might be better for providing health-promoting effects within the oral cavity, whereas others may be more beneficial for colonic health. We simply do not know at this time.

"Increased intake of fruits and vegetables is associated with decreased risk of some chronic diseases. An understanding of the metabolism of these compounds, and the relative activities of the compounds in the consumed fruit and their metabolic products, is needed to make scientifically sound dietary recommendations and to develop effective delivery vehicles for the mouth," Failla said.

The research is published in a recent issue of the journal Food Chemistry.

Failla and colleagues asked 14 healthy individuals between the ages of 21 and 55 years to collect saliva in the morning before they had eaten breakfast or brushed their teeth. Research participants later collected additional saliva samples before and after they had rinsed their mouths with an antibacterial liquid.

The five fruits selected for study allowed the scientists to test the six distinct families of the anthocyanin pigments. Researchers purified the anthocyanins from each berry type and added the extracts to saliva.

The extent of the pigment degradation in saliva was primarily a function of the chemical structure of a given anthocyanin, said Failla, also an investigator in Ohio State's Comprehensive Cancer Center and Food Innovation Center.

Two families of anthocyanins consistently degraded when exposed to saliva: delphinidin and petunidin. Four other families were more stable: cyanidin, pelargonidin, peonidin and malvidin.

"Our observations suggest that the bacteria within one's oral cavity are a primary mediator of pigment metabolism. The bacteria are converting compounds that are present in the foods into metabolites," Failla said. "One area of great interest is whether the health-promoting benefits associated with eating anthocyanin-rich fruits like berries are provided by the pigment itself, the natural combinations of the pigments in the fruit, or the metabolites produced by bacteria in the mouth and other regions of the gastrointestinal tract."

There is context for this study that further complicates the understanding of anthocyanins' benefits. Multiple studies have led to the conclusion that anthocyanins themselves are very poorly absorbed by the body.

"If anthocyanins are the actual health-promoting compound, you would want to design food products, confectionaries and gels containing mixtures of anthocyanins that are stable in the mouth. If, on the other hand, the metabolites produced by the metabolism of anthocyanins are the actual health-promoting compounds, there will be greater interest in fruits that contain anthocyanins that are less stable in the oral cavity," Failla said. "We lack such insights at this time."

The extent to which the anthocyanins were degraded varied among the 14 people whose saliva was used in the study. However, two families of anthocyanins consistently degraded the most in all volunteers. Failla said the observed variation among individuals is likely related to differences in the microbial community that resides in each person's mouth.

This research group is continuing the work, examining which bacteria are most involved in the metabolism of anthocyanins and testing the stability of the pigments in berry juices in the mouths of human volunteers rather than in test tubes containing their saliva.

Timeline: Fire in nightclub kills 232 in Brazil

(Reuters) - A fire killed at least 233 people in a nightclub in southern Brazil on Sunday when a band's pyrotechnics show set the building ablaze.

Among the deadliest fires at a nightclub was at the Cocoanut Grove in Boston on November 28, 1942, when 492 people were killed. In Brazil, one of the worst fires at an entertainment venue was at a circus in Niteroi in 1961 in which 323 people died after an arson attack.

Following are some of the deadliest fires this century at entertainment venues:

March 29, 2000 - Paradise video parlor, an illegal porn cinema, at Jiaozuo in China's Henan province. 74 dead.

December 25, 2000 - Mall at Luoyang, China; fire engulfs building workers and Christmas party at discotheque. 309 dead.

December 1, 2002 - La Coajira nightclub in Caracas. 50 dead.

February 20, 2003 - Station nightclub, West Warwick, Rhode Island; fireworks during heavy metal concert. 100 dead.

French take airport in Mali Islamist stronghold

KONNA, Mali - French forces in Mali have seized the airport and the bridge over the Niger River at the Islamist rebel-held stronghold of Gao, the French Defence Ministry said Saturday.

French and Malian forces have advanced rapidly against Islamist militant fighters holding the Saharan north of the West African state after France intervened earlier this month at the request of the Malian government.

On Friday, al-Qaida-allied fighters were forced to pull back under relentless French air strikes and the town of Hombori, about 100miles southwest of Gao, was recaptured.

French and Malian troops have been pushing forward on either side of the Niger River, securing several farming towns recaptured over the last week.

Gao, with the other Saharan desert towns of Timbuktu and Kidal, has been occupied since last year by an Islamist alliance that includes AQIM, the north African franchise of al-Qaida.

Mali's national radio said Hombori's inhabitants turned out to cheer the government soldiers.

Western and African leaders say the U.N.-backed intervention in Mali is necessary to stop the country's north - a vast, lawless tract of desert and mountains that juts into the Sahara - from becoming a safe haven for radical Islamist jihadists seeking to launch international attacks.

A Malian officer and residents living in the area south of Gao reported Thursday that the militants had blown up a bridge at Tassiga, south of Ansongo, on the road following the Niger River down to Niger.

Two civilians were reported killed when their vehicle drove off the destroyed bridge, the same sources said.?

NEW YORK ? Five years after the start of the Great Recession, the toll is terrifyingly clear: Millions of middle-class jobs have been lost in developed countries the world over.

And the situation is even worse than it appears.

Most of the jobs will never return, and millions more are likely to vanish as well, say experts who study the labor market. What?s more, these jobs aren?t just being lost to China and other developing countries, and they aren?t just factory work. Increasingly, jobs are disappearing in the service sector, home to two-thirds of all workers.

They?re being obliterated by technology.

Year after year, the software that runs computers and an array of other machines and devices becomes more sophisticated and powerful and capable of doing more efficiently tasks that humans have always done. For decades, science fiction warned of a future when we would be architects of our own obsolescence, replaced by our machines; an Associated Press analysis finds that the future has arrived.

?The jobs that are going away aren?t coming back,? says Andrew McAfee, principal research scientist at the Center for Digital Business at the Massachusetts Institute of Technology and co-author of ?Race Against the Machine.? ??I have never seen a period where computers demonstrated as many skills and abilities as they have over the past seven years.?

The global economy is being reshaped by machines that generate and analyze vast amounts of data; by devices such as smartphones and tablet computers that let people work just about anywhere; by smarter, nimbler robots; and by services that let businesses rent computing power when they need it, instead of installing expensive equipment and hiring IT staffs to run it. Whole employment categories, from secretaries to travel agents, are starting to disappear.

?There?s no sector of the economy that?s going to get a pass,? says Martin Ford, who runs a software company and wrote ?The Lights in the Tunnel,? a book predicting widespread job losses. ?It?s everywhere.?

The numbers startle labor economists. In the United States, half the 7.5 million jobs lost during the Great Recession were in industries that pay middle-class wages, ranging from $38,000 to $68,000. But only 2 percent of the 3.5 million jobs gained since the recession ended in June 2009 are in midpay industries. Nearly 70 percent are in low-pay industries, 29 percent in industries that pay well.

In the 17 European countries that use the euro as their currency, the numbers are worse. Almost 4.3 million low-pay jobs have been gained since mid-2009, but the loss of midpay jobs has never stopped. A total of 7.6 million disappeared from January 2008 through last June.

Experts warn that this ?hollowing out? of the middle-class workforce is far from over. They predict the loss of millions more jobs as technology becomes even more sophisticated and reaches deeper into our lives. Maarten Goos, an economist at the University of Leuven in Belgium, says Europe could double its middle-class job losses.

Some occupations are beneficiaries of the march of technology, such as software engineers and app designers for smartphones and tablet computers. Overall, though, technology is eliminating far more jobs than it is creating.

To understand the impact technology is having on middle-class jobs in developed countries, the AP analyzed employment data from 20 countries; tracked changes in hiring by industry, pay and task; compared job losses and gains during recessions and expansions over the past four decades; and interviewed economists, technology experts, robot manufacturers, software developers, entrepreneurs and people in the labor force who ranged from CEOs to the unemployed.

The AP?s key findings:

? For more than three decades, technology has reduced the number of jobs in manufacturing. Robots and other machines controlled by computer programs work faster and make fewer mistakes than humans. Now, that same efficiency is being unleashed in the service economy, which employs more than two-thirds of the workforce in developed countries. Technology is eliminating jobs in office buildings, retail establishments and other businesses consumers deal with every day.

? Technology is being adopted by every kind of organization that employs people. It?s replacing workers in large corporations and small businesses, established companies and start-ups. It?s being used by schools, colleges and universities; hospitals and other medical facilities; nonprofit organizations and the military.

? The most vulnerable workers are doing repetitive tasks that programmers can write software for ? an accountant checking a list of numbers, an office manager filing forms, a paralegal reviewing documents for key words to help in a case. As software becomes even more sophisticated, victims are expected to include those who juggle tasks, such as supervisors and managers ? workers who thought they were protected by a college degree.

? Thanks to technology, companies in the Standard & Poor?s 500 stock index reported one-third more profit the past year than they earned the year before the Great Recession. They?ve also expanded their businesses, but total employment, at 21.1 million, has declined by a half-million.

? Start-ups account for much of the job growth in developed economies, but software is allowing entrepreneurs to launch businesses with a third fewer employees than in the 1990s. There is less need for administrative support and back-office jobs that handle accounting, payroll and benefits.

? It?s becoming a self-serve world. Instead of relying on someone else in the workplace or our personal lives, we use technology to do tasks ourselves. Some find this frustrating; others like the feeling of control. Either way, this trend will only grow as software permeates our lives.

? Technology is replacing workers in developed countries regardless of their politics, policies and laws. Union rules and labor laws may slow the dismissal of employees, but no country is attempting to prohibit organizations from using technology that allows them to operate more efficiently ? and with fewer employees.

Technological innovations have been throwing people out of jobs for centuries. But they eventually created more work, and greater wealth, than they destroyed. Ford, the author and software engineer, thinks there is reason to believe that this time will be different. He sees virtually no end to the inroads of computers into the workplace. Eventually, he says, software will threaten the livelihoods of doctors, lawyers and other highly skilled professionals.

Many economists are encouraged by history and think the gains eventually will outweigh the losses. But even they have doubts.

?What?s different this time is that digital technologies show up in every corner of the economy,? McAfee says.

Peter Lindert, an economist at the University of California, Davis, says the computer is more destructive than innovations in the Industrial Revolution because the pace at which it is upending industries makes it hard for people to adapt.

Occupations that provided middle-class lifestyles for generations can disappear in a few years. Utility meter readers are just one example. As power companies began installing so-called smart readers outside homes, the number of meter readers in the United States plunged from 56,000 in 2001 to 36,000 in 2010, according to the Labor Department.

In 10 years? That number is expected to be zero.

Uribana Prison Riot Kills Dozens In Barquisimeto, Venezuela (GRAPHIC PHOTOS)

CARACAS, Venezuela -- Venezuela's top prisons official said the government was evacuating a prison Saturday after a deadly riot that reportedly left dozens of people dead amid a clash between National Guard soldiers and armed inmates.

Penitentiary Service Minister Iris Varela said officials decided to evacuate all inmates from the Uribana prison in the central city of Barquisimeto after the bloodshed on Friday in order to "close this chapter of violence." Varela said inmates were being taken to other facilities. She spoke in a televised news conference and did not immediately give a death toll.

Vice President Nicolas Maduro called the violence tragic and said Prosecutor General Luisa Ortega Diaz and National Assembly President Diosdado Cabello would lead the investigation.

"The prisons have to be governed by law," Maduro said on television early Saturday.

Humberto Prado, an activist who leads the watchdog group Venezuelan Prisons Observatory, said inmates' relatives and media accounts put the toll at 55 killed and 88 injured.

The Venezuelan newspaper Ultimas Noticias and the television channel Globovision reported more than 50 killed, both citing Ruy Medina, the director of Central Hospital in the city.

"Our country's prisons are an example of the incapacity of this government and its leaders. They never solved the problem," Capriles said on his Twitter account. "How many more deaths do there have to be in the prisons for the government to acknowledge its failure and make changes?"

The Venezuelan Prisons Observatory said in a statement that in 2007 the Costa Rica-based Inter-American Court of Human Rights had ordered the government to seize weapons that inmates had in their possession at Uribana prison and to take measures to avoid deaths in the facility. The group called for the government to release a list with the names of the dead and wounded in Friday's violence, as well as details about weapons seized in the search.

"No one doubts that inspections are necessary procedures to guarantee prison conditions in line with international standards, but they can't be carried out with the warlike attitude as (authorities) have done it," Prado told The Associated Press in a telephone interview. "It's clear that the inspection wasn't coordinated or put into practice as it should have been. It was evidently a disproportionate use of force."

Prado's group says Uribana prison was built to hold up to 850 inmates but currently has about 1,400.

It was the latest in a series of bloody riots in the country's severely overcrowded prisons where inmates often freely obtain weapons and drugs with the help of corrupt guards. Venezuela currently has 33 prisons built to hold about 12,000 inmates, but officials have said the prisons' population is about 47,000.

In April and May, a prison uprising in La Planta prison in Caracas blocked authorities from going inside for nearly three weeks. One prisoner was killed and five people were wounded, including two National Guard soldiers and three inmates.

Two months later, another riot broke out at a prison in Merida, and the Venezuelan Prisons Observatory reported 30 killed.

In August, 25 people were killed and 43 wounded when two groups of inmates fought a gunbattle inside Yare I prison south of Caracas.

Chavez's government has previous pledged improvements to the prison system, but opponents and activists say the government hasn't made progress.

Varela, the prisons minister, said news media including Globovision and a local newspaper had run reports on the inspections, which she said had in fact been a "trigger for the violence."

Prado denied that, saying: "The problem isn't the work of the media. The problem is that the government hasn't disarmed the prison population."

A federal judge in Chicago sentenced an American citizen to 35 years in prison on Thursday for his role in providing surveillance information and videos laying the groundwork for the 2008 terror attacks in Mumbai, India, that left more than 160 dead and hundreds wounded.

David Coleman Headley, a US citizen of Pakistani heritage, was arrested in October 2009. He agreed shortly afterward to cooperate with US investigators and intelligence officials, and he testified against one of his fellow co-conspirators.

Among other information, Mr. Headley told US officials of a link between the terror operation in India and Pakistan?s intelligence service, the ISI. He identified his ISI contact as ?Major Iqbal,? according to court documents.

?Major Iqbal? helped plan and fund the Mumbai attacks, he said.

In light of his cooperation, prosecutors did not seek the death penalty for Headley. In addition, instead of a life sentence, prosecutors urged US District Judge Harry Leinenweber to impose a 30 to 35-year prison term.

During the sentencing hearing, Judge Leinenweber called Headley a ?terrorist? and rejected suggestions he had reformed his life.

?I don?t have any faith in Mr. Headley when he says he?s a changed person and believes in the American way of life,? the judge said, according to the Associated Press.

In their sentencing memorandum, prosecutors acknowledged that Headley played ?an essential role in the planning of a horrific terrorist attack.?

?There is little question that life imprisonment would be an appropriate punishment for Headley?s incredibly serious crimes,? they said. But they added that his extensive cooperation had been of ?significant value? to US anti-terror efforts.

Headley, 52, is unlikely to emerge from prison until he is well into his 80s.

Headley pleaded guilty in March 2010 to all 12 counts in his indictment. The charges included conspiracy to bomb public places in India, conspiracy to murder and maim persons in India, and six counts of aiding and abetting the murder of US citizens in India.

Among the dead were six American citizens.

Steven Brooks, Nevada Assemblyman, Explains Arrest

A Nevada assemblyman charged with threatening to kill the state Assembly speaker said he's actually the victim of the speaker's plot to kill him.

Assemblyman Steven Brooks (D-Las Vegas), charged this week with threatening to kill Assembly Speaker Marilyn Kirkpatrick (D-North Las Vegas) after she did not appoint him chairman of the Assembly Ways and Means Committee, told the Las Vegas Review-Journal that he believes his life is in danger,

"If (Kirkpatrick) comes to kill me again, I have an armed guard," Brooks told The Review-Journal. "No one is going to touch me again. I'm safe."

Brooks didn't comment on the charge against him.

"I've had a month of hell," he told the newspaper in a shirtless interview this week. "I had the worst month I had in all my life and the new year just started."

The Review-Journal said Brooks wants the speaker to submit hair samples to help prove Brooks' claim that she is a drug addict.

Brooks admitted he had a gun with him when he was arrested during a traffic stop last weekend.

Brooks' attorney denied the assemblyman has mental issues, the Review-Journal reported. Brooks' wife had accused him of mental health problems. Brooks claimed it's Kirkpatrick who needs psychiatric help. Kirkpatrick did not return a Review-Journal call for comment.

Brooks, a former teacher, was first elected in 2010. On his state website he lists his occupation as a management analyst for Las Vegas city government.

Brooks' arrest is the second bizarre case involving a Nevada legislator's personal life in recent years. Last year, former state Sen. Elizabeth Halseth (R-Las Vegas) resigned from her seat and said she had to leave the state in order to find a job. Halseth's resignation came amid a bitter public divorce and child custody battle. Halseth, who was elected in 2010 at the age of 27, accused her husband, Daniel Halseth, of "open and gross lewdness" in October 2011 and claimed he tried to force her to have sex and then took her purse and car keys.

Halseth attempted a comeback in May 2011, when she launched a national write-in campaign for a spot in Maxim's 100 hottest women in the world. Halseth's campaign included photos of herself in a bikini.

Poll Finds Bipartisan Public Support For State Insurance Exchanges

More Americans Back Than Oppose State Medicaid Expansions But, Like Many Governors, Public Splits Along Party Lines

On The Federal Deficit, Public Wants Action But Still Resists Most Cuts and Sacrifices, Especially to Medicare

WASHINGTON, Jan. 24, 2013 /PRNewswire-USNewswire/ -- A majority of Americans put the creation of state-based health insurance exchanges at the top of the priority list for health policy in their state this year, according to a survey released today by the Kaiser Family Foundation, the Robert Wood Johnson Foundation and the Harvard School of Public Health.

Fifty-five percent of the public, including majorities of Republicans and Democrats, say that establishing the exchanges-- a key element of the Affordable Care Act (ACA) and one whose implementation has divided states along partisan political lines ? is a "top priority" for their governor and legislature. So far 18 states and the District of Columbiahave declared that they will create their own state-based exchanges, seven other states have opted to establish exchanges in partnership with the federal government and 25 others ? some driven by resistance to the ACA -- appear set to default to a federally-run exchange.

"Governors are largely splitting along partisan lines on the exchanges, but the public is not. People like the idea," said Drew Altman, president and CEO of the Kaiser Family Foundation.

Similarly, while some Republican governors are balking at the optional expansion of Medicaid under the ACA, more Americans (52%) say their state should expand its Medicaid program than not (42%). But on Medicaid views differ sharply by party, with two-thirds of Republicans saying they prefer to keep their state Medicaid program as is (66%) and 3 in 4 Democrats (75%) seeking a state expansion. Independents are evenly divided.

Meanwhile, policy makers involved in budget deficit negotiations at the federal level face a familiar conundrum. Even as most Americans (65%) saythat Washington should act quickly to bring down the deficit, there is little public appetite for major reductions in federal spending on health care. Overall, six in ten (58%) oppose any spending cuts to Medicare and 46 percent oppose any cuts to Medicaid. When it comes to which federal activities should be subject to "major" cuts, there is only majority agreement on reducing foreign aid and funding for the conflict in Afghanistan.

Only two of six specific proposals asked about in the poll to trim Medicare draw majority support from the public. They would require drug companies to give the federal government a better deal on medications for low-income people on Medicare, and require high income seniors to pay higher Medicare premiums --- backed by 85 percent and 59 percent of the public, respectively. In contrast, 51 percent oppose gradually raising the age of eligibility for Medicare from 65 to 67, an idea currently making the rounds in Washington. And 61 percent "strongly oppose" requiring all seniors to pay higher Medicare premiums. The poll also found a widespread view among the public that cuts to Medicare are not really needed; the public believes that there are other, better ways to reduce the deficit.

Americans were also asked to identify from a list of 15 federal program areas in health and health care (excluding Medicare, Medicaid and the ACA) which ones they considered to be "one of the top priorities" for federal spending this year, even in the context of the budget deficit. Five were cited by a majority of the public: funding for veterans' health care (60%); dealing with health problems resulting from natural or man-made disasters (59%); increasing research to find new cures and treatments for major disease threats (58%); preventing the spread of infectious diseases, including providing vaccinations (52%); and preventing chronic illnesses, such as heart disease, cancer, and diabetes (51%).

"In a climate heavily focused on reducing the federal budget deficit, the public still places a high priority on federal spending on veterans' healthcare, medical research, health-related responses to disasters, and preventing chronic and infectious diseases," said Robert Blendon, Richard L. Menschel Professor of Health Policy and Political Analysis at the Harvard School of Public Health.

Asked about the diseases or health conditions that pose the greatest threats to the American public, the public's top concerns are cancer (56%) and heart disease (35%), as has been true for several years. But since 2007, there has been a substantial increase in the proportion of the public that see diabetes (30% in 2013, compared to 14% in 2007) and obesity (26% in 2013, compared to 6% in 2007) as posing one of the two greatest threats.

"These poll results provide more evidence that our nation is on the right track with expanding availability of affordable health coverage, and focusing more on preventing illness before it results in costly treatment," said David Colby, Vice President of Research and Evaluation at the Robert Wood Johnson Foundation.

Methodology

This Kaiser Family Foundation/Robert Wood Johnson Foundation/Harvard School of Public Health survey, The Public's Health Care Agenda for the 113th Congress, was designed and analyzed by public opinion researchers at the Kaiser Family Foundation led by Mollyann Brodie, Ph.D., including Claudia Deane, Bianca DiJulio, Sarah Cho, and Theresa Boston, by Debra Perez, Ph.D., Katherine Hempstead, Ph.D. and David Colby, Ph.D. at the Robert Wood Johnson Foundation, and by Professor Robert Blendon, Sc.D., John Benson, and Mandy Brule at the Harvard School of Public Health. The survey was conducted January 3 through January 9, 2013, among a nationally representative random sample of 1,347 adults ages 18 and older. Telephone interviews conducted by landline (807) and cell phone (540, including 253 who had no landline telephone) were carried out in English and Spanish by Social Science Research Solutions. Both the landline and cell phone samples were generated through Marketing Systems Group's GENESYS sampling system. The Belarusian Agriculture and Food Ministry is working on the projects to set up joint production facilities with Myanmar,Vietnam, Cambodia, and Iran. The information was released by Agriculture and Food Minister Mr Leonid Zayats as he delivered a report to the government. The report covered performance in 2012 and plans to hit performance targets in 2013, the press service of the Belarusian government told BelTA.

In 2013 the merchandise export by the Agriculture and Food Ministry is supposed to rise by 16%. The Ministry has plans for working on traditional markets and plans to push products to other markets as well. ?Belarus intends to promote cooperation in agriculture with Vietnam, Myanmar, Cambodia, Iran and other countries. Projects with these countries are being worked on, including projects to set up joint manufacturing facilities,? said the press service of the Belarusian government.

Leonid Zayats informed about plans to upgrade agricultural enterprises. The plans provide for concrete measures to retool existing production facilities and create new ones as well as master new kinds of products. The Minister also informed about major investment projects, which are earmarked for implementation in agriculture. The number includes the construction of modern enterprises to make dairy products, process turkey meat, pig-breeding farms, and broiler farms.

After hearing out the Minister?s report Prime Minister of Belarus Mr Mikhail Myasnikovich remarked that the establishment of large-scale agricultural enterprises should become the most important direction of the development of the Belarusian agribusiness. All the enterprises of the industry should work out modernization plans. The Forestry Ministry will focus on creating new enterprises and retooling existing forestry and logging enterprises, timber processing enterprises, on the development of the hunting industry, and the construction of forest roads. The creation of an automated system for the early detection of forest fires will be continued.

Mikhail Myasnikovich pointed out the importance of developing the country?s network of forest roads. ?Taking into account the large volume of planned forest processing it is necessary to get busy building forest roads to enable normal access to forest resources,? he said. The mechanization of forest harvesting operations is another priority along with the introduction of modern technologies in this sphere. It is necessary to raise the share of valuable forest varieties and fast-growing ones. Belarusian forestry enterprises could work harder to produce seeds and saplings using modern biotechnologies for the sake of selling them. The number of such projects is extremely low for now.

Natural Resources and Environmental Protection Minister Mr Vladimir Tsalko delivered a report, too. In his words, in line with the industry?s development plans fixed-capital investments are expected to quadruple in 2013 in comparison with 2012 and will reach Br204.6 billion. There are plans to implement an innovative project in 2013 to introduce new weather forecast methods using digital models. The export of services will be primarily developed into Russia and Kazakhstan.

The Prime Minister instructed the Natural Resources and Environmental Protection Ministry to continue the work to develop and improve the environmental protection in Belarus. The Ministry should respond to ecological problems faster and should promote its initiatives to enhance the system of the protection and rational usage of natural resources.

Mr Alexander Zabello, Chairman of the Belarusian state food industry concern Belgospishcheprom, informed about the planned modernization of Belgospishcheprom-run enterprises, about the largest investment projects and measures to develop export.

The Prime Minister instructed Belgospishcheprom to work harder to expand the product choice using local raw materials. Export development will remain a priority. Belgospishcheprom?s cooperation with transnational corporations should open up great prospects for securing that priority.

How To Use Duck Decoys In Your Decoy Spread

So, what is the best decoy spread you ask? I believe the key to a good decoy spread is one that looks natural and realistic. The best way to accomplish setting up a decoy spread that looks natural and realistic is trial and error. You must be willing to change things up when ducks are not committing to your decoy spread. This is probably the one thing that most hunters fail to do. If the ducks are just flying past your spread, something doesnt look right to the them. Even if it is just adding or removing a few decoys, changing the direction the decoys are facing, or even spreading or bunching up the decoys. Just a little change can be the difference between a successful hunt or heading home empty handed.
Lets break down a duck decoy spread. There are many different duck decoys on the market, ranging from size, species, and body position. I usually just concern myself with species and a few different body positions when purchasing decoys. The main thing is to scout your hunting area before hand to determine what duck you have in your area. To keep your decoy spread looking as natural as possible, you want to make sure you use duck decoys that match species in your area. Dont limit yourself to one particular species of decoy you want to hunt. Mix it up with a few other species that are in the area. Its not natural looking for just one type of duck to be on the water. Just remember to keep like decoys grouped together. As for the number of decoys to use, there is no magic formula, so trial and error will be your determining factor. I like to start with of my decoys as the predominant species I am going for and non-predominant. Remember to be willing to make changes if the ducks are just passing by.
Adding motion to your decoy spread is another thing to consider. Since it is not realistic for a duck to sit there on the water motionless, it only makes sense to add some movement to your spread, especially on those calm days. There are several ways to add motions to you decoys. One way is to use motorized decoys. There are 2 basic types of motorized decoys. Spinning wing decoys and motorized floating decoys. The spinning wing decoys add motion by simulating a landing duck. These decoys sit on a pole a couple of feet above the waters surface and add visual motion to the decoys spread. The motorized floating decoys come in several styles such as vibrating feeders, bobbing decoys, and floating spinning wing decoys just to name a few. These motorized floating decoys add ripples to the waters surface to give overhead ducks the image of movement. Another way to add motion is to manually create motion by using a jerk cord. A jerk cord is a line that is connected to a few decoys on one end and the other end is run to you blind. When you tug on the line it causes the decoys to jerk and make ripples. Whichever way you decide to add motion to your decoys is up to you and will help add realism to your spread. Again, be willing to change it up if the ducks are not committing to your decoys.
Now lets talk about the shape of your decoy spread and creating a landing zone. There are 3 basic shapes to a decoy spread. The J, C, and U shape. With any shape you use, you need to create an effective landing zone for the ducks to land. Ducks will always land with their face to the wind. So keep this in mind when setting up your decoy shape. You want to make the opening of whichever shape you use to go with the wind. Meaning if the wind is coming out of the north you would want to face the opening of your decoy spread to the south. Think of it as a runway for the ducks to land. You want to try to keep it clear for landing. Again, there is no magic formula. Trial and error and willingness to change it up will help determine what works best.
Here is a quick rundown of how I setup my decoys. If you are interested in the duck decoys I use, Click here. Once I get to my blind I set out a wind driven spinning wing decoy. I set this up first in a location that I want the ducks to land and within shotgun range. This helps me determine wind direction and gives me a starting point for laying out my decoy spread shape. Next I begin setting out my decoys around the wind driven decoy in a shape that fits the water and terrain layout. Once I have laid out all the floating decoys, I place a remote controlled motorized spinning wing decoy within the landing zone and throw out a few motorized floating feeder decoys on either end of the spread. Then settle in to hunt and make changes as needed.
